A recently retired Senior Instructor in the Explosive Disposal Unit at the Toronto Police Service, Jim has dedicated over three decades to law enforcement, consistently demonstrating a commitment to excellence and a passion for advancing operational capabilities.

Jim is renowned for his ability to train and mentor law enforcement units in critical areas such as:

• Tactical Operations: With over 16 years of experience in Tactical Support Units, Jim has served in roles ranging from Tactical Team Member to Tactical Team Leader, imparting invaluable knowledge in dynamic entry tactics, hostage rescue, and high-risk vehicle stops.
• Explosive Disposal: As an Explosive Disposal Technician, Jim has responded to and managed over 100 calls involving explosive devices. His expertise includes explosive forced entry techniques, post-blast investigations, and the use of specialized robotics for safe disposal operations.

Throughout his career, Jim has held pivotal roles including Chief Instructor in the Use of Force Section at the Toronto Police College, where he developed and implemented comprehensive training programs. His leadership extended to coordinating joint forces training initiatives and conducting specialized courses for external agencies and international partners.

Jim's dedication to professional growth is evident in his extensive training and certifications, including:

• Chemical Munitions and CBRNE Response: Certified instructor in chemical munitions and live-agent CBRNE response, ensuring readiness and safety in hazardous environments.
• Close Personal Protection and Tactical Instruction: Accredited trainer in close personal protection and tactical waterborne operations, enhancing operational efficiency and personnel safety.

Currently the President of the Canadian Tactical Officers Association, Jim continues to influence the law enforcement community through his role in advancing tactical training standards and operational readiness.

Syed Raza brings over two decades of distinguished experience within multinational corporations, excelling in strategic procurement strategies. He has a proven track record in delivering innovative solutions, demonstrating leadership in international relations, and contributing to discussions on defense, international affairs, economics, and technology.

As a seasoned strategic planner and project management professional, Syed has cultivated strong connections with key figures in the defense sectors of both the United States and Pakistan, enhancing his influence and ability to navigate complex geopolitical landscapes.

Currently serving as a Defense Procurement Consultant for Slimburg Tactical Consulting Ltd., Syed plays an integral role in driving the company’s growth within the defense industry.

His expertise lies in identifying market trends, adapting to competitive environments, and developing procurement strategies that strengthen partnerships with international defense stakeholders. His contributions are pivotal in fostering strategic and operational relationships across Pakistan, Canada, and the MENA region, supporting the company’s expansion into new defense markets.

Syed’s prior experience includes working with Warid Telecom (Abu Dhabi Group) where he was responsible for managing corporate relationships and delivering services to the Pakistan Armed Forces. His deep understanding of corporate and defense sector dynamics positions him as a key player in both industries.

In addition to his corporate career, Syed serves as CEO of SMP (Pvt.) Limited, a sports management company that collaborates with the Winter Sports Federation of Pakistan, under the management of the Pakistan Air Force (PAF), to promote national and international sports initiatives.

Syed holds a Master of Business Administration from the University of Punjab and has attended numerous international conferences and training programs. He is multilingual, fluent in English, Hindi, Urdu, Punjabi, and proficient in reading and understanding Arabic.
